The lower screw is the pivot for the cocking rod and I believe the upper is a locking screw to keep the lower from turning.

Correct, & some one has been tampering with them. If that were my gun I would be unscrewing the lock screw & dabbing a spot of locktight on him before screwing him back in.

Interesting that the top screw is not timed. I wonder if whoever messed with it failed to clean out the hole and threads before he put it back in. It doesn't take much crud to prevent the screw from seating completely.

The top screw may have been made for the right side, but placed on the left side during the last re-assembly. They are likely marked to indicate which side they were made for. Of course, Ken61 may be correct about the cause. Mike

I would be more worried about the forend fit ! To much gap for my liking .

Those two and the hinge pin screw head have all had a screw driver bit laid into them. The small bit of scroll coming off to the right of the 2 small screws has been peened/flattened (unless it's just a blur in the pic. Usually the ready remedy to push burrs back down from oversize screwdriver bits in use. Looks like they went from 1 to 7 oclock on the circumference of the lower screw hole and on up around the upper a bit to fix things it up.
A heavy hand at work reassembling but it's not uncommon to find such things in this one size screwdriver fits all world. Pull the screws, peen the slots back into shape, recut the simple pattern and reinstall. The action frame is probably soft enough to touch up that small bit of scroll too. All better. Then take a look at that forend iron gap like gunman pointed out.
