I'm not sure yet, but the Roechling Elektro may have been developed during WWI. I have some re-reading to do:

"Hermann Rchling & Wilhem Rodenhauser teamed up in 1905 I believe it was & it may be their 1st alloy developed between 1907-1916? Their furnace, Rchling-Rodenhauser-Induktions-Ofens, was online by 1908. Roechling had a large influence at Mousson in the French province of Lorraine by establishing a monopoly. Apparently in 1914 in constructing their own steel mill the Carlshtte they were utilizing components, tools & machinery from the French-Lorraine area and after WWI that was frowned upon by the powers that be and in 1918 one of the Rchling fellas(probably Hermann & maybe a brother Robert) was convicted of disassembly of a French multiple smelter and the demerit was 10 years, fine of 10 million Francs and a banishment of 15 years from Saarland. Looks as if Robert spent some time there as Hermann was elusive and escaped to Heidelberg."

Looks like the date is bounded between 1907 & 1910:

1907-1908 Entwicklung des Rchling-Rodenhauser Drehstromofens; Beginn der Elektrostahlproduktion in Vlklingen.

1909-1910 Bau eines Edelstahlwalzwerkes

What is the lower tube steel type with Wilhelm Kelber's initials WK on it? Krupp or Witten?

Seems that on drillings the rifled tube is typically Krupp.

It is possible that both Funk & Krieghoff were both outlets for Roechling Elektro Stahl but after Heinrich Krieghoff's walkabout, for sure he was rolling his own and it may be that those that wear the encircled HK were rolled in his shop. From a cursory stance, seems many a S&k drilling wore Roechling Elektro Stahl tube steel and were worked by WK:

The Cristophe Funk drilling I own has Roechling steel for the rifle barrel and Bohler Antinit for the shot tubes. The tube knitter is the scripted L looking rather like the English pound mark.
