I just picked up a 12 ga Army & Navy box lock with 30" damascus barrels. Is there any way I can determine who actually made this gun?

Probably. Some/most of the A&N records are held at the Univ of Glasgow and for a modest sum they will send you a photostat of the page of the record book containing your gun. If someone doesn't show up with a link shortly I'll go check my records - I had one researched. Rather a rewardng experience.

Do the A&N records show who made the gun or is it just the sales records?

I'm sure that the records are sales/specs of the gun. I doubt that they will show who provided the action/gun that A&N stamped their name on. I do know that Webley & Scott supplied guns to A&N and I'm sure some other Birmingham makers did as well. Perhaps Dig will weigh in on this one.
Good Luck in your search, it should prove to be fun!
Best!

Tamid, I have an A & N boxlock as well.
While I haven't yet got the page on mine yet, it is my understanding that the listing will include a code that, properly deciphered, will identify the maker. I do not know the key to the code.
Perhaps some else can shed a little more light on the subject.

My .16 bore A&N,made in 1904 has "W&S steel" stamped, very small,on the base of the right barrel, where it meets the flat.

As per the link, you should be able to see a code for the supplier of the gun, in the example, Osbn is Charles Osborne. I have also seen B&P, which is Bentley and Playfair.
My gun is "W&S" which is P. Webley & Son, before Webley & Scott were formed.

I got the records on the A&N pair I used to own. Mine were also Scott guns, marked "W&S" on the sheet from the A&N log book. For anyone who owns an A&N, I'd highly recommend spending the money to get the original records. With a little additional help, I was even able to discover some interesting information about the original owner of my guns (a British brigadier). They were still in the original motor case with his initials, which helped track him down.
