Just a homemade block or some kind of reloading jig?

Just a guess but I am thinking its a homemade de-capping rig. After putting in 25 fired hulls the primers can be punched out with a hammer & punch. It would not have been for high volume shooting but for someone reloading a few shells on a budget.
"IF" the holes in the lower block will clear a primer the size of an LP primer, but not a battery cup primer, then it may have been built for brass huls using LP primers or even older paper shells which used the same size ones.

I have one nearly like it made of Walnut marked Wurfflein and Co. Philadephia. I think they were particularly to load powder,wads shot, and seal without making a mess.
Mine does not have the pet Rat chewing marks on it, which adds a lot of character.

Are there any markings stamped in the wood, such as 'BGI'? These blocks were also commercially produced by various manufacturers to facilitate the different stages of shotshell loading, specifically, decapping, charging, wad seating and shot. Hopefully, the over-shot card would keep everything in place while removing the hull from the block prior to crimping. Crimping would then be performed with one of the many rollers available.

Here is my call smile

It is a trimming board.

The EMPTY hulls are placed in the fixture and locked in
The board is then placed on the table saw and run through with the exposed hull mouths being cut by the blade and the board NOT cut.

The 2 3/4 or longer hulls are trimmed to 2 1/2 inches

The rat chew marks on the left are from the blade whacking an non-flush, non-aligned board
and on the right from the push stick.

OR smile It could just be a home made shell box for 25 loaded shotshells
Is there a handle on the off side??

I have a similar one by Bridgeport Gun and Implement. It's a block to hold shells while reloading. The finish of yours makes me think it might be a homemade copy of mine and the one Stallones mentioned, but the closing hasps are the same as on mine.

Thanks for the info. I will have to look it over for markings a little better but I assumed/ think it is homemade.

This is my W. Wurfflein loading block. And, it does have a cavity under the shell area so it can be decapped. It is a decapping block and for reloading powder,wads and shot. Some of its Sister tools are also displayed.
