I was bidding on a gun part this morning and the following came up, inferring that, by bidding, I would agree not to traffic in arms or parts to out of country buyers. It refers to Part 121 of the International Traffic in Arms Regulations but there are many more parts of the Dept. of State dictum. (This was on Ebay.) This is dated to 2011 but this is the first time I have seen it:

ITAR has been around for a long time. This is nothing new. This is geared towards preventing dual use technology from being sold to nefarious entities outside of the U.S. It does us no good to allow the free flow of, for example nightvision googles or body armor, to some Joe Blow in Pakistan who will then transfer it to the Taliban. ITAR clearly spells out what is allowed and not allowed regarding sporting arms and commercial ammunition and accessories (e.g. rifle scopes).
