Installing a new period style pad on my 1949 Ithaca SBT. I do not wish to use the slit method, rather I would like to cut two holes and then use the cut plugs to fill the holes. I have no experience in doing this so experienced advice is required.

You can make cutters out of 38 special or 45 empty cases or 3006 anything about the size you want chamfer the case mouth to make it sharp

I use .45-70s to cut holes and .38-55 or .40-65 to cut plugs when covering with leather.

If the pad is soft, a little bit of oil (inside the case as well as out) helps keep the cut smooth. May work on harder pads as well, but I only do soft pads.

My plug cutter. 30-06, neck opened to 8mm. May make on from a 9.3x82 case for more reach.
