can top lever springs be laser welded or will that small amount of heat remove the temper? And if they can not be welded, who makes them?

They can supposedly be welded. You can get an assortment from Brownells and others that may work.

My suggestion, if you are at all handy, is buy some spring steel from Brownells and make your own. It's not that hard and a new spring made by you to fit your gun is the best solution.

This guy says he can weld springs.
