Not familiar with that one. With the L.C. Smith tool you can cock the hammers and dismantle the locks.
This is a home made version.

To cock the hammers without taking the lock/s off, you put the end with the hole in one of the cocking levers (cranks)and turn it, then go to the other side and do the same.

Assuming both hammers are let down- lock shown is most likely from a pre-1913 Field grade or OO 12 gauge. I have no idea what the tool shown in the foto is, but I will guess it is from the 1800's--
