That's a tough question to answer. You can find them in many places - used gun dealers like Puglisi's. Take your big checkbook. I think they might still make them in Russia as single shots.
Not sure why someone new to shotguns would want an 8 but I will assume you are a rock star of some sort known for extravagant ways and owning an 8 will only serve to fuel that image. I suspect you'll deny it all, but that, in turn, will only serve to fuel the image even further.

8 bores are a great piece of history and the lure of a big bore can be a sirens song to own and possess a big 8 even for one with a somewhat deflated ego. An 8 bore was just used in the movie "Appoloosa". There is one for bid at Holts Auction

A friend uses his routinely in the UK, they are legal there and there should be some for sale. That is the place to start looking in my opinion. bill

There are also several in the upcoming auction at Bonham's in London. There is a 4 bore and a 1 inch punt gun as well.

The Tolley is a nice gun and not out of the way on price. They have taken a big jump on price here in the U.K. since anyone can own one without restriction if it is just intended as a collector's item and is pre 1939. Some to look out for are the Spanish 10 bores that were re-bored out and re-proofed to 8 bore if you want an inexpensive shooter. Elderkins in the U.K. used to market them and may still be able to source one. I still use my 8 for goose shooting. It is a Joseph Lang; not the prettiest gun in the world but a good practical shooter and made in 1881;

That Tolley is a nice gun, and the price isn't horrible either.
Finding one over here will usually cost you a bit less than buying in the UK.
The boys over there are prouder of them than our gun dealers for the most part.

How/where do you get shells and wads for 8 ga. guns?

I get my loaded shells from Tom Armbrust over in Illinois. You can buy hulls and wads from Ballistic Products and some of the other reloading component outfits. If we're posting pictures of 8 gauges here's mine. Greylag geese, Churchill shotgun, in Scotland:
